This download includes three saves of the city of Liaoyang from 'The Warlords of Koguryo' custom campaign. All games were played at 'very hard', and have perfect Feng Shui.

Liaoyang1.sav - from mission 1, 'The Last Refuge', taken just before fulfilling the victory conditions. Notice how common and elite housing were hyper-evolved (the early gifts were used to jump-start the elite housing). This is the most critical element to winning this mission and sets the foundation to win missions 2 and 3. Hyper-evolution causes huge vacancies in available housing, which triggers massive immigration (good for a 'speed' mission). In the case of elites, it also quickly establishes a high tax base and allows more military units to be built. I purposely ran my treasury into the red in order to trigger the bail-out loan from Chang-an, but you can successfully hyper-evolve in this mission without doing this. Note that only the slope entrances to the plateau need to be defended with walls and gatehouses, since enemy troops cannot climb up cliffs.

Liaoyang2.sav - from mission 2, 'The Fortress of Liaoyang', taken just before fulfilling the victory conditions. The most important aspect of this save is the placement of the steelworks, lumberyards, and weaponsmiths. The number of each industry is the minimum necessary to meet the production goals.
They are placed on the northern plateau for better defense. I placed them immediately upon starting the mission, which allowed me to meet the victory conditions well within the time limit.

Liaoyang3.sav - from mission 3, 'A Warlord Arises', taken just before fulfilling the victory conditions. Military forts were expanded, and placed on the northern plateau near the weaponsmiths, for quick build-up.
I used a strategy of speed to finish the mission as quickly as possible. I sent large money gifts to several cities in order to quickly win their agreement to an alliance. The Great Temple monument was started immediately upon commencing the mission, and I summoned Xi Wang Mu to speed up the construction. Likewise, the stoneworks were built immediately and surrounded by the defensive walls and gatehouse. Workers were
shifted away from manning the military towers to supply the necessary workforce to staff all this early building, until more immigrants arrived to enlarge the labor pool. (Of course when invasions arrived, workers were quickly shifted back to 'manning' the towers for the duration of the battle.) Note that I did not
open up any sea trading posts. I had stockpiled enough raw silk in mission 1 and 2 to produce my own silk and make it through
all of mission 3 without needing to buy more, since I only used silk for my own elite housing needs. All necessary revenue was generated by taxes and by selling carved jade, ceramics, and wood.
