Just five years ago, an eight-year old child was the ruler of China... It was a time of darkness, and lack of unity among the people. Then came Zhao Kuangyin. He seized the power, and reunited China under his rule, by creating a single army under his sole control, and centralizing the government.
Taking the Mandate of Heaven from him now would be as hard as taking a tasty bamboo shoot from a hungry full-grown panda bear! Nobody would want to do that, either since Zhao, who now goes by the name of Taizu, has been a wise ruler. Our nation is beginning to rebound from the dark times.
To further improve the economic situation, Taizu, wants to found eight new cities. He wants them to become homes to many wealthy families, that he hopes will appear in the times of prosperity. But the Emperor is wise. He understands that money is not everything one needs. Therefore, these new cities must also offer their citizens spiritual sanctuary. Since China has become diverse, the cities have to boast both Ancestral and Daoist structures. Regular shrines won't suffice, however, as it is time for magnificent new temples and pagodas to be built.
Once the cities are built up, and all the construction is finished, the Emperor plans to visit all the cities. So, the governors need to build a place for him to stay, which will some of the richest menageries China has ever seen.
All the governors need to be capable of managing all aspects of building a flourishing city, for in addition to harsh requirements the Emperor has imposed on the new-founded cities, they will face numerous additional challenges. China is still struggling economically, so other cities might request goods. Silk must be produced to appease the ever-hostile Monglos. Lack of resources at the locations will require superior diplomatic skills from all who aspire to build a truly heavenly city. Initial funds are also limited. The way is hard, but it leads to the greatest success China has ever seen...
