Mencius - The Second Sage
Mencius lived from around 372-289 BCE during the Warring States period. Like Confucius before him he had many thoughts on political theory and political practice and spent much of his life bouncing from one feudal court to another trying to find some ruler who would follow his teachings. Disappointed in this he devoted the last 20 years of his life to teaching.
The chief doctrine of Mencius is that human nature has an original goodness, which is bestowed by heaven and possessed by everyone. Mencius argued that every person has four innate feelings: commiseration, shame and dislike, respect and reverence, and right and wrong. These four feelings can be further developed into the four moral virtues: benevolence, righteousness, propriety, and wisdom. After his death, his teachings were compiled in the Book of Mencius, a classic work of Confucian philosophy.
He also believed that rulers were divinely placed in order to guarantee peace and order among the people they rule. Unlike Confucius, Mencius believed that if a ruler failed to bring peace and order about, then the people could be absolved of all loyalty to that ruler and could, if they felt strongly enough about the matter, revolt.
Only Elite Houses need or can get coverage from Confucian scholars, therefore you must have Elite Houses in your city to get a Confucian hero.
This blessing increases the cash received for goods sold from the Trade building by 30% for 3 months from the time of blessing. It is pontentially a very lucrative blessing, particularly if you are selling expensive goods.
In the original 1.0.0 version of the game this blessing only increases the cash received for the first unit sold, so in that version it was not a useful blessing.

Traders arrive more frequently during a game-year.
When Mencius is active in your city, an extra land trader from each trade partner city can arrive on the map. This can be particularly useful if you are selling very large amounts of goods to a city or if you are playing on a large map.
When Mencius is active in your city, trading junks will arrive more frequently during a game-year. Mencius can provide a potential improvement to the yearly volume of sea-trade by as much as 100%. The next two tables explain this.
Trading Quay commodity trade level and Junks per year without Mencius:
12(low) = 4 junks
24(med) = 6 junks
36(high) = 6 junks
Trading Quay commodity trade level and Junks per year with Mencius:
12(low) = 8 junks
24(med) = 12 junks (usually 10-11 junks due to travel distance/re-spawn time)
36(high) = 12 junks (usually 10-11 junks due to travel distance/re-spawn time)
