The winds of the bitter internecine warfare that blow over the lands to the north are not as violent here, along the fertile shores of the Yangzi River. But the winds of change have been felt and with them the wise word of Confucius and the way of the Dao have arrived!
According to royal geomancers, this locations, evidently the site of an ancient temple, would be a most excellent place to establish a new city. If a Confucian Academy is constructed and shrines built for the followers of the Dao, your cities upper class will no doubt take residence in rather impressive compounds. Ensure that your humble citizens give proper respect to Confucius and to our ancestor heroes, for then it is very likely that they will be justly rewarded.

This one is quite easy. I used the left half of map for farming (food, hemp, mulberries), the right one to build a city. If you follow that pattern, immigrants will arrive sooner and your city will grow more quickly.
Start food, hemp and export industries soon, when you have same goods to spare, pay homage to heroes. If you have problems with hunting or fishing, just import some salt to have tasty food. Make sure the elite block has desirability high enough, and you have won. No military - I built 2 forts, but both remained empty, since I had no weapons.
Hmmm... I apologize for the short description - I promise to dig through my saves and notes later and write a walkthrough, but as for now, I'm heading on to the next mission.
