The Emperor has plans for his nation, you are to play a part in it as his distant relative; who got a good education in such matters. Don't fail his generocity!(sp? its 370CE you know)
Try playing the last mission in continuation; should see an interesting challenge as the Empire Map changes.

Can never get the trick of building city wall with Hut to evolve into Plain Cottage until I took reference from your Completed Cities.
This is the 1st time I have ever built houses with needing to have City Wall to evolve as well. I guess you could have scored more on Playability and Balance if you could unlock the basic Gardens feature, to aid in evolving housing without the need of City Wall.
With building Fishing Quay near Xianmu and Shenyang, and isolating them, I am able to achieve the profit goal easily.

Much pity the Silk is for the Elite Housing only, unable to trade (sell) to gain more profit.
It does not make sense and is also very weird that Chu (my trading partner from the start of the game) buys Salt, Rice, Tea and Bronzeware from me when my trading partner is only Chu and all I have and can sell is just Bronzeware.
I am able to farm Cabbage and Wheat but I am selling Salt and Rice? You get what I am trying to imply here?
The only way to get profit to meet the treasury goal of 14k is via tax.
With so much population at stake, it's nice that the peasants do not have any unrest in the city when watchtower is available.

Kudos on Mission 2, what an improved map design on being able to build on Residential Walls, Grand Ways, Aesthetic Trees etc! Able to also smelt Bronze via Bronze Smelter and make Bronzeware to sell to Chu.

Well balanced on able to make a profit with stones - 36 per year. And to tax the Elegant Dwelling peasants to maximize profit.

My first thought - I thought since the storyline and the mission is to replace foreign import staples, we should have more staple food to farm on? I am just able to get Plain Food (with Rice and Game Meat-Hunter Tent), and still need to import Food, though by importing Food, it is more than sufficient to go by.
On a second thought, only 1 city - Xianyang sells Hemp, and with the mission goal of Luxurious apartment to be 2200 and Population to be 3000, another city must sell Hemp!!! Lack in supply of hemp really damps the Balance and Playability of this mission and because of the slow supply of Hemp by Xianyang, this mission is unwinnable. You need to tweak to solve this issue please, Playability and Balance is of 1 rating because of this issue. Not sure if this part - Lack in supply of hemp is play-tested before hand?
In my opinion to match the storyline, the Nomad Camps or Kingdom of Nanyue should be activated early to attack my City - Anyang. This is to force players to build their 1 fort of Chariot military, and build it early.

Nice mission goal of producing 180 sacks of rice in 1 year, which compliments the Population of 3000, and every Trading Partner needs Rice.
