This campaign is a fictional story but inspired by historical records from the first century, when Wang Mang seized the throne of the Han dynasty in 9 CE and founded the short-lived Chinese Xin dynasty. Around this time, the most ambitious of the rebels emerged. Liu Yan, a descendant of a distant branch of the Han imperial clan, had long been disgusted by Wang Mang's usurpation of the Han throne, and had long aspired to start a rebellion.

'9 CE - A great rush to mystical Dragon Lake has begun! Wang Mang has usurped the Han throne and now wants to control this legendary lake as proof of his Heavenly Mandate. It has fallen to you, Liu Yan, to lead the rebellion against this usurper. With the help of your Viet ally, you must reach the lake before Wang Mang, and use its resources to fuel your rebellion. Will you be able to tame the Dragon and achieve victory?'
This campaign is divided in 6 missions. She is rated "Very hard", and will provide a solid challenge for advanced players. A player should possess a good understanding of the game's military aspect, money management, trading, monument construction, summoning and using the heroes, and empire-map diplomacy.
Sabotage by spies has been disallowed for this campaign, although spies may still be used for information gathering.
3 new custom maps of 'enormous' size and arid climate was created for this campaign.
